The role of the legislature and senators
The Revised Organic Act of the Virgin Islands outlines the role of the legislature.
The legislature shall be composed of fifteen members to be known as senators.

The legislature of the government of the Virgin Islands may cause to be issued on behalf of said government bonds or other obligations for a public improvement or public undertaking authorized by an act of the legislature.
The legislature of the Virgin Islands may impose on the importation of any article into the Virgin Islands for consumption therein a customs duty.
The legislature shall keep a journal of its proceedings and public the same. Every bill passed by the legislature and the yeas and nays on any question shall be entered on the journal.
